People who promote wars as good for the economy often refer to how WW II pulled the US of of the Great Depression, and then the booming time of the 1950s. But the US came out a huge winner from the war because, in part, of all of the money that was lent to the UK for the war, and then was selling Western Europe on credit (under the Marshall Plan) a huge amount of industrial goods and machines to retool their economies.
The UK, which fought Nazi Germany from the beginning, essentially went bankrupt from the war, and its economy suffered terribly after it in order to pay back the US. A friend of mine who grew up in Portsmouth right after the war described how, because they were so poor, when eating an apple, the only thing he wouldn't eat were the seeds (which contain some arsenic), and the stem. Not like what most of us throw away these days, which he would have considered a near-bonanza back then.

Bill Clinton is THE Master of molding his message to be in sync with the pulse of the voters. He absolutely knows that the American middle class is frustrated with the lack of wage growth in this recovery. So in order to position Hillary as someone who is going to rescue the middle class from the growing inequity of the spoils of the economy between the rich and the middle class, he *has* to characterize the anemic recovery under Obama as an "awful legacy".
Because Hillary is trying to establish the brand of her presidential candidacy as someone who is going to be a *lot* more aggressive in boosting the fortunes of the middle class than Obama has. Definitely not as aggressive as Bernie Sanders has called for, but definitely more than Obama, who are *way* too often let the GOP run roughshod over him on that matter.
