You are overlooking a very important factor that contributes to violent confrontations: population density. It is well-known that as population density increases, the chance of violent confrontations occurring escalates exponentially given the many more opportunities for conflicts to occur. Oh I get it you think the Federal government is the only government you bribe.

Properties are handled at the local level. You don't build casinos without favorable tax situations and the same thing is true with golf courses, office buildings and condos.
