People on Twitter are giving Warren Sapp for not tipping a bitch at a sports bar and writing "boys don't tip" on the receipt. He says that she was rude and kept calling them boys so whatever. The thing that strikes me is that the restaurant has the audacity to grade you by your tip amount on the bottom of the receipt. Seems to me that would put people off more than it would encourage them to tip more generously.

They aren't grading the tip. It's breaking down how you should tip for good/better/excellent service.
It is pretty standard these days for receipts to give tip percentages at the bottom.
