I had no clue about this until I found this site back in March. If he doesn't get prosecuted for this, it really sets a dangerous precedent.
The gambling community is all about risk/reward. A lot of people are aware of this, probably some unsavory characters as well who will think about this, and say to themselves, look at what Jasep did, and never even got in any trouble for it.
For that reason alone, someone should make a case to local authorities as they would take this seriously. You don't want people to go on thinking a thief like this, can run game on a community and suffer no consequences. You do the crime, you do the time. In this case it sets a terrible precedent that within the community, scams and thefts on this level can be done with minimal to no consequences.

It's not so much what the local authorities think, it's more the charity stabbing us all in the back by not pursuing this at all, or even acknowledging it officially, IIRC.
If we could get the 22Q to just say "Yup, this guy stole money that was earmarked for us," game would have been on. But for whatever selfish reasons they had, the charity took a big steaming dump on our case, and it never happened.
I get it would make things easier if they would play along, but I also see how they would want to distance themselves presumably from a gambling community who "gave" money to some guy to gamble with, and somehow pay to a charity. Again I didnt honestly read this entire thread, just the beginning, skimmed some of the middle, and the last bit. That seemed to be enough to understand the jist of it. What really stood out to me was wow, someone doing this, so publicly and can disappear with no consequences. That is terrible, and only raises the probability others (like cla types) might try to expose the good community.
Jaseps role playing is hilarious, you could sense in the stairwell video, something was eating at him, and he kept saying it was the kid inside. That is the obvious exscuse. It wreaked of omg im stuck, and now im chasing losses, but I really don't want to tell everyone that. Maybe even his lady inside was getting on him, he just seemed so sketchy in that video or two in the stairwell. Alarm-bells should have been ringing then.
You don't need the charity, what you need is proper representation. Not sure anyone here is in the legal field who may know a Pro-bono type in that area, but with proper counsel the right things can start to happen. Even if its a civil suit, he will be served. This is criminal though, felony. Jasep knows.
Long story short you need to get legitimate legal people working this, not the charity, they would distance themself from this type of mess for obvious reasons. If for no other reason than to prove a point, and set a precedent that if you do this, you will face consequences.

This is a summary of reports provided to Johnston Patch by the Johnston Police Department for Feb. 7 to Feb. 10, 2011.John A. Sepulveda, 30, of 19 Warren Ave., North Providence, was arrested and charged with felony identity fraud.
On Aug. 31, 2010 R---- Pi--- went to the Johnston Police headquarters to report an identity theft that took place in 2009. Pineda told the police that she received a call from a collection agency trying to collect $1,088 for a loan that was in her name, according to the police report. The loan agent provided Pineda with the contact email address that was used on the loan application, along with the mailing address.
The mailing address was for a vacant residence next door to hers. The email address belonged to Pineda’s ex-boyfriend, Sepulveda. An arrest warrant was issued for Sepulveda after he agreed to make a full payment on the loan and neglected to do so twice. He was released on $2,500 personal recognizance
