As a joke goes it's ok, it qualifies.
The joke would be better if it was more accurate. Groucho brought on magnitudes of smiles more than frowns.
The question from Buckley is valid but ultimately stupid. How do respond when asked such a question? With a joke.

Buckley, in his question mentions observance.
IMO observance is key to comedy. You don't necessarily have to be smart to be funny but observance is essential.
