The Antifa matter is one which the left has long been using to gaslight the right, while quietly supporting the violence and mayhem which pretty much define Antifa.
It is true that Antifa is not a formal group. It has no leadership, no actual membership records, and is more of a movement where you can declare yourself part of it and take action to support their goals. However, it's not just a collective of individuals. Antifa freaks tend to stick together, and plan attacks in small or medium-sized groups. In areas full of drug-addled leftists like Portland, Antifa will often exist in large groups.
The left likes to lie and claim that Antifa either doesn't exist at all ("It's just a concept!"), or is at worst a loose collective of people who get together and peacefully protest fascism.
That's false. There is nothing peaceful about Antifa, nor does Antifa even claim it's a peaceful organization. They basically see themselves as a ragtag resistance team against American fascism, and they seek to thwart this perceived fascism by any means necessary. This means that violence, speech suppression, intimidation, vandalism, arson, rioting, and even murder are all on the table, if it is deemed necessary to achieve their goals.
In many cases, Antifa will show up to left-wing protests in order to silence and/or attack counter protesters. In other cases, Antifa will show up to right wing protests/marches and attempt to disrupt or attack those activists. And when riots break out, Antifa is often taking part in the destruction, arson, and violence. In a few cases, Antifa members have committed murder.
The left has quietly cheered Antifa because they're seen as scrappy foot soldiers against what is perceived as fascism. If Trump and his cronies are modern day Nazis, any form of resistance -- even violent -- must be noble, right? That's honestly how a lot of Democrats see Antifa, but they can't say it out loud, or otherwise they will embolden action government/FBI against Antifa.
Therefore, by quietly supporting Antifa, but publicly denying Antifa is real, the left has hoped it can stay under the radar, while still being effective at curbing and punishing right wing speech/protest.
If you listen carefully, you'll notice leftists and Democrats refuse to condemn Antifa violence. You'll never hear anything like, "Anyone committing acts of violence under the Antifa banner needs to be tracked down and prosecuted, but I support Antifa's mission to fight fascism." You just hear denials that Antifa is real, or denials that they're violent at all.
Trump is correct to designate Antifa a terrorist organization, because that's what they are. It doesn't matter if it's not a formal organization. If the FBI rounds up the usual Antifa agitators around the country (and I'm talking about the actual violent ones, not just the losers online who like to claim Antifa membership), it will be a big win for free speech in this country.
And the better question is... WHY would anyone be against rounding up violent people who have worked to suppress speech in this country through violence and intimidation? If they're not guilty of this, and Antifa isn't real, there should be no one to round up, right?
I'm also seeing an obnoxious trend on social media of leftists saying, "I am Antifa. You are Antifa. Anyone who opposes fascism is Antifa, because the only ones objecting to opposing fascism are fascists."

The argument is basically, "Antifa means anti-fascist, so how could you be against them unless you like fascism?"
That's the same nonsense argument used by BLM 5-6 years ago -- if you oppose BLM (a violent, grifting organization), doesn't that mean you think black lives don't matter?
You can't just call your organization something and pretend it automatically represents that name.
An organization called Black Lives Matter is not necessarily taking the correct actions to preserve black lives, and may very well be (and was) exploiting the noble-sounding name to grift and commit acts of violence.
An organization called Antifa is not necessarily just a group of people peacefully opposed to fascism. In this case, they engage in violent, often fascist (speech suppressing) tactics themselves in service of left-wing goals. Note that support of leftism is not the equivalent to anti-fascism.
Similarly, names mean things. If you are a peaceful anti-fascist, you shouldn't call yourself Antifa unless you agree with and support their violent tactics. That's because Antifa carries a certain meaning and connotation in today's society. I could call myself a Proud Boy because I'm male and proud, but that would be stupid, as I oppose a lot of what the group Proud Boys believe. You can identify as an anti-fascist without calling yourself Antifa.
These people call themselves Antifa not because they're planning to go out on the streets and beat up right wing activists, but because they want to quietly show support for the ones who do.

Antifa Portland has run roughshod over the city for about 7 years now, with little-to-no action taken by law enforcement.
In the rare case that action is taken, some lib judge throws it all out, and they go free, or they get a slap-on-the-wrist sentence.
Antifa Portland knows this, so they act as if they own the town, because they essentially do. If you encounter Antifa in Portland, you best not anger them, because you will have no recourse, no matter what they do to you.
The left will not admit any of this is happening, and when confronted with irrefutable evidence, they'll blame "one or two bad apples" and insist that Antifa is otherwise peaceful.
I applaud Trump and the feds for going in there and putting an end to all of this nonsense once and for all.
