I can tell you that the major issue with government employees right now is the bizarre fear of firing that the government has.
The federal government is a gigantic employer which oddly acts like a ma-and-pa shop when it comes to being terrified of wrongful termination suits.
Shit employees are just shifted around, and are rarely fired. When they do fire people, and they make some kind of totally unfounded wrongful termination or discrimination claim, the government will often panic-settle, regardless of how frivolous or easy to disprove many of these claims are.
I know some people personally who have shown me what goes on, and I was appalled.
The government should be the LEAST afraid of lawsuits from disgruntled former employees. Why? It's very simple:
1) They have the deepest of deep pockets.
2) They have full time attorneys working for them already.
3) Almost all of these claims are bullshit, and would lose in court.
If the government fired the shit employees and defended every attempted lawsuit brought against them, they would not only emerge victorious in most of them, but this would discourage copycats. In addition, once that money train is derailed, employment attorneys working on contingency won't want these cases anymore.
