The Colorado River level at Laughlin actually has nothing to do with what goes on at Hoover Dam. It is controlled strictly by releases from Davis Dam, just a mile or so upstream from the casino strip.
Is it purposely kept lowest at this time of year when the jet skiing has ceased for the season and the water taxis aren't running. Once the holidays pass, the snowbirds arrive in January and the water taxis start up again, the Corps will release enough from the dam to bring the river level back up to what you and I consider as "normal."

Won't really affect Lake Mead much, just as the above average rainfall in the two prior seasons didn't impact it.
Lake Mead is fed from runoff from the Rockies. If the Rockies have a big snow year, it helps Lake Mead. If they have a low snow year, it hurts Lake Mead. Very simple.
Las Vegas in general does not get the precipitation necessary to support the city, even in a normal year. The entire southwestern US has had far below average rainfall since April 2024.
