You can be born outside the US and still be a natural-born American. If you have a parent who is a citizen you are a natural-born American. Everyone born on an overseas military base or to parents in the foreign service or even just people living overseas is a natural-born American.Ted Cruz was born in Canada. This is yet another stupid thing about the "Obama was born in Kenya" hoax. Apart from not being true, it's irrelevant. His mother is American, so he's a natural-born American.
