It's hard for critically thinking people not to at least consider something of that nature as a solution to quickly correct the current sinking ship. Historically much more meaningful swift change has been accomplished by centralized power or movements in the hands of a benevolent few - I think this what they are touching on, but obviously then there's opposite end of the spectrum which quickly puts those thoughts to bed.
