Pantsing someone is something that happens in bars and house parties all the time. Deliberately throwing a piece of equipment, costing hundreds or thousands of dollars (depending on the particulars), that someone relies upon in day-to-day life, is not.

Christ, it wasn't THAT long ago that I was that age and I can say that, had I seen that, Briere would be getting thrown down the stairs right after it. I'd have tried, anyway. He's apparently a pretty high-level athlete, so perhaps I wouldn't have succeeded, but I'd have certainly tried. After that, I'd run downstairs right after him and start stomping his face until people pulled me off. Paying for a new wheelchair would seem like a bargain compared to reconstructive surgery.

As far as the GoFundMe not identifying the victim, I imagine the victim is aware that there is a GoFundMe, so we will likely figure out who the victim is in the event the money doesn't make its way to her. Outside of that, I see no reason that the victim should have to identify herself publicly if she is not pressing charges. Probably be some more extreme versions of your post lighting her up on social media, etc., for committing the terrible crime of using the restroom and having her personal property destroyed.
