So what's the logic with explosives? If you need to have a militia ready for all internal and external threats it would seem to be a hindrance that private citizens aren't allowed to stockpile explosives in their basements. And when it comes deterring home invasions you really can't go wrong with semtex.

Why is it ok for a civilian to own an anti materiel rifle but owning few hundred pounds of semtex isn't? For most sporting and hunting purposes they are roughly equal (semtex is way better for fishing though). For most families self defense needs i would even give a slight edge to semtex since it allows you to secure your home with an intricate booby trap network that gets the job done even when you're sleeping.
