I mean RICO isn't actually a crime, RICO is a way to charge everyone involved in organized crime type situations. Basically you get the soldiers and then if you can link them to other people you would be able to charge the other people under the RICO predicates. It originated as a tool to get the mafia but has also been used to charge cops that were in criminal conspiracies together. It is a law yes, and it increases punishments for crimes committed, but RICO itself is not actually a crime, so when the guy says Biden is guilty of RICO he just looks like a fucking idiot
