As this was near 5 minutes long, it was NOT a commercial, but rather a promotional video aimed at potential franchisees, who were supposed to watch this and get excited about opening a Sizzler.
Sizzler eventually went bankrupt. I can confirm that it was pretty bad.
This also makes me realize how antiquated 1991 looks now, even though it all seemed so modern when I lived it.

Note that the video has a patriotic tone. This isn't surprising, given the year it was made. Early 1991 saw the highly successful Gulf War take place, which led to 91% approval ratings for George H.W. Bush and generally put the whole country in a patriotic mood. That eventually faded as the economy struggled, and Bush shockingly lost to an unknown named Bill Clinton the next year.
