They are located in Dodge City, KS.
Most likely they are going to either try to scare him into coughing up the $200, or perhaps threaten a ban (which they actually CAN do) if he doesn't send it back.
Obviously I would tell them to suck a big one.
They wrote this letter on December 9th about an incident on November 19th.
What was the delay? Did they just realize this? Are they just making it up, in order to squeeze one of their patrons out of money?
Or did they realize it on the 19th and only now decide to send that ludicrous letter?
I saw that after I posted it, I can't think of one reason they'd be going over the tape 3 weeks later.
I wouldn't give it back 2 hands later.
I'd treat this like the NFL, if the next hand is dealt, that is it.
If gaming came in and said I had to pay or go to jail or whatever, then I'd obvious pay it, but until then suck a dick.
I say get Finklestien to make some calls, see what kind of stance they want to make.

Player should contact the Casino and tell them what a bunch of spineless idiots they look like and direct them to this thread.
I can't speak for what happened to that guy, but I do know what happened to me once. It was the exact OPPOSITE experience. I played some video poker, printed out a ticket from the machine for $2,400 or so, and I had to go to the main cashier to cash it out. I didn't realize it at the time, but the cashier shorted me $200 as I was getting paid. I was too tired and distracted to notice at the time.
A couple weeks later the controller for the casino wrote me a letter explaining what happened. I called her up and asked: "How in the hell did you figure out who I was? I didn't even show any ID." She replied, "We can tell because your name is barcoded into the Ticket-In Ticket-Out slip. We could associate it directly with your account."
I was amazed by this, but grateful the casino was honest enough to write back about it so I could pick up my money. (They did offer an option to send me a check, as well.).
I searched around for the actual letter like the Boot Hill one the OP presented so I could show mine, but I couldn't find it.

This would have ALMOST been okay if the cashier had overpaid him, as that would have been an erroneous financial transaction.
Erroneous payment during the game is different, as that is considered part of the game. The casino provides the dealer, and they are responsible when the dealer makes an unintentional mistake which is not caught before the player leaves the premises.
They actually could get the money back if they caught it while the guy was still playing, and were willing to show him video proof. Once he is gone, it's too late.
this letter seems like it is a step required before the casino files a lawsuit or criminal complaint
and if i were the judge reading a petition by the casino i would ask myself "has this casino ever corrected customer underpayments it has discovered?", and already knowing the answer to that one I'd rule summary judgement for the respondant/defendant, case dismissed
