Pakistan Air vs. Afghanistan Water? Seems like a toss up.
Water is made up of the two most common elements in the universe. Our atmosphere is mostly Nitrogen, which is far more scarce.
It's impossible to survive without either, so I'll assume we're talking strictly market value and choose air.
obviously a lot of deep thinking to be done on the matter but we have
some excellent theories already; but my first inclination was for water, as there is air in water
[dont tell that to the drowning] and not to disregard the water in the air

When I lived in Nepal, both clean air and clean water were scarce.
Clean water could still be had through buying bottles or if you were in a place with a good filter.
Clean air could not be compensated for. I got sick way more often living there because the air was lined with dust/smog. Going to heavily trafficked areas almost guaranteed that you would feel like shit the next day from breathing in all of the crap in the air.
Water is god but air is better.
