I had the option to enable both of these, and chose not to.
I was never a big fan of the rep system, as I felt it would turn the site too much into a popularity contest, and would turn off new users.
I almost turned on tags, but I thought they might lead to too much trolling.
Maybe I'll try turning on tags, anyway, and see how it goes.
Tags bring out some serious LOL's IMO.

"tags" are what you post (in a section located usually at the bottom of the page) to help you reference what the thread is about.
For example, if you made a post about Jimi Hendrix performing the Star Spangled Banner at Woodstock, the tags could look something like this:
Jimi, Hendrix, Woodstock, guitar, God
Or if Baron Von Strucker made another asinine post, you would tag it:
douche-clown, massive pussy, eat a bag of dicks, suck micon's nads, butthurt
Then, in the future, when you are trying to find posts that Strucker made (no fucking clue why you would, but stay with me), you could search for a tag called, "Douche-clown" and it would take you to one (or most, likely) of his threads with that tag in it.
There's a bunch of options to help fix this, though. You can turn off the neg rating, for instance, and only allow positive. You can maybe make it so people can give posts rep, but the totals aren't added up, so you are voting up individual posts and can make comments and give props, but since the totals are never added up, there's no overall rep total. Shit like that.
The tags are a must. I enabled them on Skatz, and the tag wall is one of the most HOF public things on the site, even though they don't get used as much anymore.
