After hearing that the ringleader in a “heinous, vicious” Ottawa teen prostitution ring shows little genuine remorse or empathy for her five victims, an Ottawa judge sentenced her Tuesday to six-and-a-half years in prison.

With credit for time served, Kailey Oliver-Machado has two years, 325 days left in her sentence. Outside the courthouse, defence lawyer Ken Hall said he was considering an appeal.

Justice Diane Lahaie, who had found the 18-year-old guilty of 27 offences against five young girls, made the rare move of sentencing Oliver-Machado as an adult, calling her crimes “despicable.”

Despite a pre-sentence report that Oliver-Machado is narcissistic, sociopathic, manipulative and remains at a high-risk of re-offending, Lahaie urged her to use her time in prison to “examine yourself” and focus on rehabilitation — a process her report said could take at least five years, possibly longer.

“You could, if you choose to, make a positive contribution to society,” said the judge, noting that the teen had been a chronic absentee at school but while incarcerated had studied hard and was now close to receiving her high school diploma.

Oliver-Machado, who was 15 at the time of her arrest, originally faced 32 charges but two were dropped and she was acquitted of three others. She had pleaded not guilty to all charges.

Her offences include human trafficking, procurement, producing and possessing child pornography, sexual assault, uttering threats and unlawful confinement.

She was charged with two accomplices, aged 15 and 16 at the time of their arrests in 2012.

One was sentenced to three years — the maximum for a young offender — and a third is undergoing further testing pending her sentencing. They initially pleaded not guilty but changed their pleas mid-trial.

The trio resorted to violence and threats to force other girls to perform sex acts on johns for money.

Detectives found nearly three-dozen photos — most on Oliver-Machado’s phone — of teenagers between 13 and 17 years old in their underwear or exposing themselves.

One 14-year-old was photographed naked and passed out in a bathtub and another vomiting in a toilet.

There were also images of six other still unidentified girls.

One girl appeared smiling awkwardly as she posed in a minidress and high-heeled shoes. She later was photographed lying naked on a bed.

Oliver-Machado’s phone contact list contained 29 numbers listed as “tricks,” including two johns the Crown said engaged in sexual activity with 16- and 17-year-old girls against their will.

A video was also discovered in which the 15-year-old could be heard berating another 18-year-old victim who was resisting working as a prostitute.

The victims were befriended through Facebook and other social media, then lured under false pretences and bullied and beaten into submission when they resisted being used for sex.

According to her pre-sentence report, Oliver-Machado spent her time in custody in a small Kingston youth facility gravitating to sex trade workers. In more than two years she established no relationships with the small number of correctional employees.

While in custody she used her street name Kazzel.

The court heard that Oliver-Machado was the fourth of six children in a “highly dysfunctional family.” Her mother was a drug-addicted exotic dancer, her father a heavy drinker.

The mother rarely attended court during her daughter’s trial and had refused to co-operate with the pre-sentence report, though her father did.

“Her mother has failed her throughout her life,” said Lahaie, adding that Oliver-Machado had lived without any controls.

Oliver-Machado began drinking alcohol at age 12 and until her arrest was a daily marijuana smoker, said the judge.

But Oliver-Machado had run a sophisticated, well-marketed, often brutal prostitution ring that preyed on young girls she plied with drugs and booze and dressed in provocative outfits.

Because she was too young to drive, she employed an underground taxi service to ferry her victims to male customers.

“The impact (on the victims) was profound,” said Lahaie, “and may never be overcome. Money over everything — that was the ultimate driver.”
