I need to purchase a bunch of computers asap. I have never dealt with the ideal specs needed to stream video so thought what better place to ask.

Objective :

Camera connected to desktop streams the video the camera is taking in. This video then transmits to a platform that is then viewed by another viewer. From what i understand, the higher the bitrate the lower the video delay will be. However, with a higher bitrate, the processor and memory I think are taxed more.

What is an ideal rig to broadcast streaming video? Right now I am starting with an i5 or higher , 8 to 16 gigs of ram, fiber optics. Would a specific graphics card help since most base computers have integrated graphics cards that typically suck.

The goal is to get the least amount of delay possible.
