If you're a Platinum, you are nowhere near Seven Stars. Diamond, which is higher than Platinum, is only 10% to Seven Stars!
PLOL is correct that you should call 1-800-CAESARS, pretend not to have a TR card yet, and see if they have any rooms left.
They are also able to refuse to honor free room offers if they feel the hotel is starting to fill up, which might be happening here.
If there are rooms available for purchase, you should call a host and see if they can get you in. However, if you haven't had much actual play lately (or if your play was fairly low limit), they aren't likely to help you.
There is a misperception that your Total Rewards tier level determines how many comps you will get. It doesn't. The tier level only determines your guaranteed benefits, but often it occurs where players at lower tier levels (who are playing actively) are getting much better offers than the Seven Stars who haven't played in awhile.
