a friend of mine is selling her car and got an offer from a guy who is willing to buy by paying through paypal. He wants to send someone over to pick it up as he says he is too busy to even look at the car. The amount we are talking about is 15k.

Of course it's a fucking scam. If you're selling anything and a potential buyer starts making complications then drop them immediately. At best they'll waste your time, at worst they'll rob you.
Yeah, there is no way that she doesn't get got here in some way, shape, or form. PayPal is fine if you want to sell a bunch of shit for like 30 bucks an item but for serious cash like 15k I wouldn't even fucking bother. That shit is reversible as hell.
What nunbeater said. Paypal is fine if you're making hundreds or thousands of transactions and can accept getting rolled 3% of the time as the cost of doing business. It's absolutely not suitable for making large transactions with people you don't know. PayPal's customer service is ass, and their policy is to side with fraudulent buyers the vast majority of the time.
PayPal also has a nasty reputation for freezing accounts indefinitely when you start handling too much money.

There is no reason that if you are meeting in person that you could take a certified check or go to the bank and do a wire transfer. Paypal is for shit you send away to people for, not in person stuff. Besides, why should your friend take the 3% hit on $15k? Tell that clown to get real with his life.
It's hilarious that we as a society think everyone can be a dr, a lawyer, an engineer. Some people are just fucking stupid. Why can't we just accept that?
