Besides, teams will play different going into the final game: some that have already qualified may rest key players and not play with the same intensity as before. Some games it may suit for both teams to draw, resulting in a tentative stalemate where both take their foot off the gas.

England are favoured because Belgium are resting players
Columbia are about to win their group with Japan second so England need to be winning the group to swerve Columbia.
Southgate will set up defensive try to keep it 0-0 and avoid any yellow cards. Belgium otoh will be a second team hungry to win the game so 5/2 looks good value.
