I was playing 2/4 NL with player Vittoria17 on InterTops and I checked the profile on PTR like I always do and noticed some strange activity. He / she has won almost 20K playing player VittoriaIKIL. It seems odd to move up and beat a random player that shares a pretty similar name. Any thoughts?

My thoughts are that it was almost surely chip dumping.

Report it and post what happens.
