I believe it's based on the buy-in. I'm not sure the exact calculation, or if they take into account the number of people that have bought insurance for the tournament. But it "seems" to me it's simply a matter of selling enough insurance in an event that it's a freeroll. If they have to cover 100 extra spots and they have 100 people buy insurance they'll still make money off the vig.
Honestly, I really haven't looked into it deep enough to see how worthwhile it is, and in the end my guess is that it would be slightly -EV but would drastically reduce variance --although as i hypothesized it could make your Bubble game really good since you really don't have to worry about busting (basically your bubble is at a completely different time than everyone else's, which seems like a huge advantage to me).
I would assume the 2+2 crowd has looked into this very deeply and there is probably a 120 page thread on it where nothing has been agreed upon and the topic has now switched to Sprel Mizzi bottom-dealing or something along those lines

Have a listen to some podcasts called Duce Plays by Bart Hansen he is normal 5/10 nl player has great live poker insight, there is a subscription podcasts by him as well lots of info there,he also does live coaching,
I met with him last year in L.A. while my kids were at Disney land and wife was shopping, lol coaching was lowest price for whole trip, for a few live coaching sessions very professional.
