New Jersey going after the Online Gambling market outside of it's own borders in Non-US Jurisdictions?

A link below to the pokerfuse article which reports how New Jersey State Senator Raymond Lesniak intends to introduce a bill to allow New Jersey to issue licenses to companies to operate online gaming in non-US jurisdictions. He has some plan to tax foreign players in the bill.

All I can say is good luck with that as you can bet people where it's legal to run online gambling will attempt to tell anyone in the USA to screw off if trying to gain market outside of America after what stance they took since UIEGA passed.
