I watched the video again and showed it around to a few that were over for the game today. It still looks to me like the guy is resisting, but the stuff with the dog looks even worse upon repeated viewings.
It looks like they finally got the guy secured when the dog came out, and you can see all of the cops pull their hands away because they don't want to get bit. This alone is disturbing as hell, and if was really charged with assault on a K9 then that is pretty outrageous.
I really wanted to see video of what was happening prior to the beatdown and I found it.
Obv this is a case of a bunch of dickheaded cops who don't like their authority challenged by some young dumbass talking shit to them. Hopefully they all get what's coming to them, if this is how they react when someone simply mouths off to them they have no right to wear the badge.
Protect and serve assholes, protect and serve, not beat down citizens just because they get a little mouthy with you.
Unfortunately there are thousands of cops like this, especially in downtown areas, and this is why it's pretty much always the better decision to just swallow your pride and STFU when dealing with them.

Interestingly, I'm surprised they brutally attacked this guy over nothing, given that Atlantic City has one of the highest crime rates in the world. I wouldn't be surprised to see cops from some sleepy small town to react this way to some guy shouting at them. Those cops are bored and not used to anyone sassing them. However, in a place where they deal with the worst of the worst criminal elements, including frequent murders, rapes, assaults, armed robberies, etc, you'd think they would just laugh at some idiot shouting at them from across the street.
I still think there might be more to this story. For example, if this dude had just tried to snatch some old lady's purse, and she barely got away, and he was just shuffling away after doing so, I could understand the police wanting to subdue him, especially if he wasn't listening to their instructions to halt.
We will find out soon whether this kid was really guilty of anything, and why he was tackled in the first place. I don't think any kind of "resisting" charge would really hold up here if they can't justify why he was tackled in the first place.
This reminds me a bit of a very ugly incident recently in Fullerton, CA.
A bar in the area called Slide Bar was sick of this one homeless guy named Kelly Thomas. He was hanging around the area of their bar (but not going inside), trying to ask for cigarettes from patrons, and generally being annoying. However, Kelly had never attacked anyone or committed any crime against Slide Bar patrons.
Slide Bar management was sick of him and just wanted to make something up to get rid of him. They fabricated a story that he was "playing with door handles on cars", hoping the police would either take him away or shoo him out of the area.
Two cops showed up. Manuel Ramos and Patrick Cicinelli were first one the scene. It appears from the above video that Thomas was attempting to comply with Ramos' orders, but was confused about the instructions. Ramos eventually became frustrated, put on latex gloves, and said, "See my fists? They're getting ready to fuck you up."
He ended up beating Thomas, and soon after Cicinelli joined in, smacking him with their batons, and then eventually getting on top of him to the point where he couldn't breathe. Four other officers showed up and also joined to various degrees, though they believed they were assisting in a situation where a suspect had been acting dangerously. Only one of those four, Joe Wolfe, was charged.
Thomas ended up dying, and his face was completely mangled by the time it was all over.
Ramos, who was most guilty, is currently being charged with second degree murder. The other two were charged with involuntary manslaughter.
The Fullerton City Council ended up having 3 members recalled over this matter.
Anyway, this was a clear example of obvious police brutality. Kelly Thomas was clearly no model citizen. He had 92 run-ins with police since 1990, including one for assault with a deadly weapon, but he was clearly innocent this time. This incident occurred in July, 2011.
The problem is that police officers are a mixed bag. Some are good, honest people who are doing a very tough, dangerous, and stressful job. It's hard to deal with criminals and psychos every day, knowing that at any moment they can attack and kill you. At the same time, law enforcement often attracts power-hungry bully types, who actually enjoy using their badge to abuse others. Manuel Ramos was definitely the latter, but without videos like these, a lot of times it's impossible to tell.
I wonder how many time he said "come at me bro" before the ass beating began. I don't condone a beating that bad, but he should have shut his mouth and walked the fuck away when they gave him the chance. At the end of the day his mouth bought him that beating when a little common sense would have gone a long way.
