Those pitches were called strikes in some games and even tournaments when I was in little league. We were always told that the umpires were told to expand their strike zones to prevent walk fests. However, I can't understand that by the time you get to the Little League World Series that the umps wouldn't revert back to the strike zone expressed in the rule book when they are dealing with elite pitching little leaguers.

It's not like that ump doesn't realize he's calling strikes way off the plate... Chances are thats how he's called games all season.
