The threat the NSA is briefing Congress on is Russia planning to put nukes in Space in direct violation of the Outer Space Treaty signed in Oct 1967 which RUSSIA is a signatory to (although Im guessing Putin thinks its not because it was the USSR who signed).

The massive loses wiith manpower and hardware arent recoverable for maybe 2 decades and Putin wont be around then for it. All he has left is nukes and putting them in space is very much a serious threat to anybody and everybody potentially. Even worse is if he's the potential wildcard entry in a move by China against Taiwan and the Pacific i general. One sure way to keep the USA out of it is a clear and present threat to put the entirety of CONUS under a hair trigger EMP attack of massive proportion especially given the spineless nature of the senile fuck in chief
