I believe you may have misunderstood him. He could play any amount of poker tournaments as long as he lost and it would be fine.
The problem is that the Federal Government considers gambling winnings as a form of income, whereas, gambling losses are not considered a loss of income to any extent greater than as to offset gambling winnings as an itemized deductible.
In the case of someone on disability, gambling winnings are treated as a form of income, which is subject to similar rules as any other form of income. I honestly don't know how that would be specifically classified:

In any event, if you make too much money, then you don't collect disability anymore. If you make some amount of monthly income over $85, then for each dollar over, your benefits are reduced by $0.50. Anyway, I don't know if they'd look at something like pursuing poker professionally as a trial work program, self-employment or regular earnings, but the benefits could definitely be impacted by income coming in.
