I just talked to a friend who has been all over the world for work and sure enough he has been to Cartagena. Said it is just like Miami and I would love it. At 30% of the cost.
Look pal, for somebody that doesn’t have a lot of money you have a lot of requirements on where to live.
Usually golf is associated with higher income areas, especially abroad.
My best advice to you is to consider checking out some less expensive areas of Florida. It’s a very big state, there’s many smaller towns where you can have a perfectly reasonable cost of living.
Or you should give up golf and you will have a lot more options for very reasonable cost

I don't want to blow unnecessary money living on a tiny fucking island that needs every God damn thing brought in by a fucking boat. I know the poors like to blow the money they don't have going there on a vacation they can't afford, but I' doing this (almost) year round not for a week.
