The person wanting to speak to the dead would enter info about the dead person, and then upload a bunch of text of them writing in the past. Then the chatbot would mimic them.
Soon enough we will have audio (already possible) and video versions of this (not too long from now), where you will be able to have full blown conversations with someone who looks and sounds like the deceased individual.
Max Headroom, the '80s cyberpunk show which was ahead of its time, actually predicted this, though in a tongue-and-cheek fashion. In the episode, suckers were paying big money to a company which depicted people's loved ones on video screens, to where they could have a conversation. However, this incredibly simplistic program could only make them say, "Yes, it's wonderful, isn't it!", and the idiot relatives/spouses ate it up.
