Means he has probably done it before, probably multiple times and gotten away with it.
I suspect we all underestimate how much petty property crime takes place, where some insurance just pays off the victim and no real investigation is ever done. But in this case they actually followed up on it, probably because the estimation of the cost was so high.

I think this one was investigated because the MSP airport police just decided to take it seriously and investigate a bit. Since there's cameras everywhere, someone checked to see if the bag was grabbed by another person, and recognized Brinton. That's part of why this crime was so stupid. If Brinton were just a regular-looking mid-30s dude not in the public eye, I doubt the investigation would have produced anything. Obviously he's very easy to pick out of a crowd, and anyone moderately familiar with the Biden Administration would know who he is.
But yes, it's very possible that other airports just chalked other thefts up to "lost luggage" and the associated airline paid out whatever their liability was, which is capped at $3800.
Funny how the MSP airport has been the source of controversy for two modern political figures. In 2007, closeted gay Republican Senator Larry Craig tried to signal a guy in the airport bathroom that he wanted a blow job, and it happened to be an undercover officer in the stall next to him. I assume that the bathroom was being used for this a lot, and that's why the officer was there. This led to Larry Craig not running for reelection in 2008. He has never come out as gay, but since the arrest, lots of stories have surfaced about him hitting on men or getting blow jobs in public places.
Democrats loved this story because Craig was a conservative Republican. I doubt they like this story very much.

They're not getting it. This isn't just about theft. If the dude was caught stealing merchandise from stores, he should still be fired, but I would concede it had nothing to do with his lifestyle. But this clearly did. Both bags he stole belonged to women and were likely to contain women's clothing. This was a weird sexual fetish where he got kicks stealing women's clothes and trying them on. It was such a strong urge that he risked his career to do it.
This disasterous hire exactly illustrates why mental stability matters when you hire people, and you can't just celebrate every alternative lifestyle as beautiful and brave. While it's noble to make sure you're not discriminating against gay people in your hiring process, you definitely SHOULD discriminate against guys who teach doggie kink classes if you're staffing a serious position.

There was some initial skepticism about this, but the internet has been analyzing it, and not only is the woman's picture from 2018 verified to have been posted back then, but people have looked closely and it appears to be the same custom-made dress.
Imagine hiring this guy and celebrating him as a form of diversity and inclusion, and not googling for a few seconds to learn about all of his freakdom.

Despite clearly being a serial bag stealer, and being caught on camera multiple times doing so, Sam Brinton is not going to serve any time in prison.
This is despite the fact that one of the thefts resulted in a theft of over $3700, due to jewelry being inside the bag.
Instead, he got a suspended 6-month sentence in Vegas, and is going to be doing a "mental health evaluation" in Minneapolis -- both in lieu of actual prison time.

Did he make restitution already? I don't know that prison is necessary for a four-figure amount if the convicted has already made restitution. It would be one thing had there been any violence.
And, no, before people go accusing me of selling out for the left...there is absolutely no way this individual should have been appointed to a position of power with or without the thefts. That said, in the case of Dr. Dick., (Dr. Rachel---formerly Richard---Levine) I don't think there is anything there that is automatically disqualifying unless you're going to disqualify entirely on the basis of the person being trans.
There was plenty disqualifying, as his background included teaching kink seminars involving simulated beastiality, and all kinds of other freakdom. Adults can get into all the kink they want, provided it's legal, but that doesn't make them fitting appointees for important government jobs. This was all easily searchable using google, and it's amazing that Biden's people didn't spend an hour or so vetting him. His exciting non-binary identity and academic qualifications immediately made him a top candidate for the virtue signaling left. Nothing else mattered. They probably ran a quick background criminal check, he came up clean, and they hired him. Such incompetence. The guy's freakdom was all out in plain sight.
He hasn't yet made restitution, but he's going to, as part of his plea deals.
But that's not the point. Making restitution just means you're giving back the money for what you stole, making it a freeroll for people to steal if all they have to do is pay it back when caught.
Had he just grabbed one suitcase, I would agree that jail time wouldn't be warranted, even though it's provable that it was intentional theft. His lack of prior criminal record, combined with the nonviolent nature of the crime, would be enough to give the guy probation and chalk it up to a rash, dumb mistake.
However, this is a serial thing. He is on camera stealing luggage from multiple airports in a short period of time, and always seems to be targeting women's bags. So he's chronically stealing women's luggage as some kind of weird sexual fetish, presumably involving their clothing. Can you imagine how many times he's done this in the past WITHOUT getting caught? Luggage disappears from airports all the time, which is why these things aren't investigated too aggressively. That's presumably why he thought he could get away with it, despite his high profile. (Still really, really dumb though!)
Any serial thief should spend time in prison. It's especially egregious here, as he was paid well and was not stealing for necessity or just to be able to have nice things he couldn't afford. This was a privileged person stealing for sexual thrills. Fuck that. Lock him up.
