Means he has probably done it before, probably multiple times and gotten away with it.
I suspect we all underestimate how much petty property crime takes place, where some insurance just pays off the victim and no real investigation is ever done. But in this case they actually followed up on it, probably because the estimation of the cost was so high.

I think this one was investigated because the MSP airport police just decided to take it seriously and investigate a bit. Since there's cameras everywhere, someone checked to see if the bag was grabbed by another person, and recognized Brinton. That's part of why this crime was so stupid. If Brinton were just a regular-looking mid-30s dude not in the public eye, I doubt the investigation would have produced anything. Obviously he's very easy to pick out of a crowd, and anyone moderately familiar with the Biden Administration would know who he is.
But yes, it's very possible that other airports just chalked other thefts up to "lost luggage" and the associated airline paid out whatever their liability was, which is capped at $3800.
Funny how the MSP airport has been the source of controversy for two modern political figures. In 2007, closeted gay Republican Senator Larry Craig tried to signal a guy in the airport bathroom that he wanted a blow job, and it happened to be an undercover officer in the stall next to him. I assume that the bathroom was being used for this a lot, and that's why the officer was there. This led to Larry Craig not running for reelection in 2008. He has never come out as gay, but since the arrest, lots of stories have surfaced about him hitting on men or getting blow jobs in public places.
Democrats loved this story because Craig was a conservative Republican. I doubt they like this story very much.

Instead of taking the L on this one and admitting that hiring this freak was a foreseeable mistake, I'm still seeing lefties on social media say, "The guy being a kleptomaniac has nothing to do with his being nonbinary, and it's transphobic for you to even think that."

They're not getting it. This isn't just about theft. If the dude was caught stealing merchandise from stores, he should still be fired, but I would concede it had nothing to do with his lifestyle. But this clearly did. Both bags he stole belonged to women and were likely to contain women's clothing. This was a weird sexual fetish where he got kicks stealing women's clothes and trying them on. It was such a strong urge that he risked his career to do it.
This disasterous hire exactly illustrates why mental stability matters when you hire people, and you can't just celebrate every alternative lifestyle as beautiful and brave. While it's noble to make sure you're not discriminating against gay people in your hiring process, you definitely SHOULD discriminate against guys who teach doggie kink classes if you're staffing a serious position.
