Overall, Martin Short is virtually impossible to beat IMO. Unimpeachably good in everything he ever did and does. Ed Grimly, synchronized swimming, Clifford, Jiminy Glick, 1 of 3 Amigos, etc. Never not a pure joy to see on screen.

Carey, Hartman, Norm, a bunch of others on this list are tremendous, but I think it's Martin Short as the definitive answer.
