the average company wont recognize the need for layoffs for 3-6 months after a market downturn demands them, and then will take another 3-6 months to actually execute the layoffs responsibly. at which point they have an average of 30-90 days before they need to rehire/train into those positions because market conditions have returned to normal.

Twitter was super bloated, and the work culture there was infamously lax and overcompensated.
The service was both failing to convert popularity into sales (this has been an issue for its entire 16+ year existence), and spending way too much on employees they didn't need.
Elon is correct to turn the workforce lean and efficient. He was incorrect in the way he went about it. As I said, too many changes, too quickly. Furthermore, demanding tons of extra hours out of existing employees, without compensating them further, is a huge mistake -- aside from a time when there's a huge glut of extra tech workers, such as the dotcom bust years of the early 2000s. But right now that was an incorrect demand, at least at this stage of the game.
Elon needed to treat Twitter like becoming the new parent of an unruly child. You do need to set certain important rules and guidelines down immediately, but you also need to hold back with some of the planned changes, or otherwise the kid will just rebel and you won't get anywhere.
Elon also had a big advantage in that some of the extarneous employees were going to take care of themselves, given his change in policies/politics. A lot of the wokes were going to bounce anyway, now that free speech was becoming a thing there. That not only automatically downsizes for you, but it also gets rid of the loudest and most troublesome of employees without having to fire them and risk lawsuits.
I'm also not sure why he picked on the blue checkmarks first. There's no way that their $96/year was going to constitute a major revenue stream for a company he bought for $44b, so why jump on that like it was the most important issue facing Twitter? Some of the blue checkmark people are important to getting eyeballs on the site, so you really don't want to alienate them, anyway.

Musk bringing back the God King.
Ironically, Musk has probably accelerated a need for more employees by reinstating Trump. Although I obviously believe the far left goes way too far in their censorship campaigns, and their motives are very much unpure; but reinstating Trump will obviously create a lot more work to contain the circus that comes with him.
Obviously this is going to reinvigorate activity on the platform which in theory is good for business. But it may also result in a further advertiser exodus that could be bad for the bottom line.
The trump musk thing is definitely interesting.
I don't think Musk gives a fuck except that he wants hype building for twitter. Yet Trump has made it clear he;s not coming back. So now we have a dormant trump account whos most recent tweets are all about January 6th and refusing to attend inauguration.
