I covered Tapie a bit in my April 15, 2021 Black Friday retrospective thread. Go to post #4 to see the Tapie part.
Tapie planned to fuck non-US players and basically force them to earn back their balances through raked hands, which was LOL. US players were to be paid back in a fashion similar to what actually occurred when Pokerstars later bought it.
All in all, they were never all that serious about purchasing Full Tilt, and only wanted to do so if they got a really great deal. When that great deal didn't materialize, they dropped out.
