Freeroll for "newbies"

Will the date to be eligible to participate in the freeroll ever move up??? It's been May 21st for a long time. I bet there are members who signed up in June who are more valuable (not me obv) to this community, than a bunch of others who signed up in May. I understand the cut off date, I do not understand why this date never changes!
