Yeah I went there 2 years ago. Actually was my last trip until this one to Colorado just now, aside from a short trip to Tahoe for New Years 2020.

At one point you can climb down, but WATCH OUT regarding the rocks there. They are SUPER slippery. I almost fell into the ocean which could have had a really bad outcome, given the jagged rocks and rough waves in the area. Instead, I fell flat and couldn't get back up easily because of the slippery surface. Also, if I fucked up trying to stand, I could have slipped into the ocean Fortunately some young dude was there with his girlfriend and helped me up. I hurt my arm from the whole thing (I also had a fall earlier in the day from another slippery rock, elsewhere in Newport), but it's better now.
Speaking of which...
You might want to do the Ocean Drive scenic drive, which is 10 miles. It's different from the part of Newport most people know, and is pretty cool.

There are stops along the way where you can walk to/near the water. That's where I had my first fall. I actually have good balance and don't fall often, but the wet, mossy rocks got me twice that day.
If you go in October, look for fall foliage, and you might want to google a fall foliage route.
Oh yeah, parking sucks balls in Newport, but you might be able to grab a spot in a lot technically meant for something else, such as for a specific business in the area, but from what I've seen, nobody really checks why you're there or where you walk after exiting your car. Otherwise GL finding a spot. That's the worst thing about Newport.
I would recommend stopping at Jasep's sandwich place, but unfortunately it no longer exists.
Druff explored this place way more than I did but I have been there. Its pretty and there are plenty of things to see and keep you occupied. I've not been back since the one time I was there and lived in somewhat close proximity at one time in my life. Yes, parking sucks and I do not believe there is a public beach there. There are other places in Rhode Island that are far better IMO. Foxwood and Mohegan Sun casinos are both less than an hour away, I think
How long are you staying in the area?
I haven't really been to Newport since maybe before high school, all's I remember are the cliff walk and some of the mansion tours. Cliffs are always cool, and the mansions are cool enough to at least check out one of them, like the Breakers, an old Vanderbilt family place.
That said, check out Block Island, see if that sounds like something you'd be cool with spending a day checking out. Good day of walking, seeing shit, enjoying the weather, plenty of restaurants especially seafood if that works for you, etc. You can rent a bike or a car or a boat, you can go fishing, you can do nothing at all, all the regular island shit. https://www.blockislandinfo.com/

Last time I was in Rhode Island, we went clamming for littlenecks. It was a lot of work but fun.
You buy a one day clam license and rent a rake from the bait shop.

So, Newport, RI is actually a pretty cool place. A great place to eat lots of Lobster. During this trip I ate 4 Lobster sliders, 4 Lobster Rolls, 2 Full Lobsters (1 steamed, 1 baked with Shrimp & Scallops), Lobster Mac & Cheese, & Something called a Bag O' Donuts (which was basically Lobster Fritters in a brown paper bag. Needless to say, I don't need to eat Lobster for while. Pictures of the Lobster Rolls can be found in the Super Moist food porn thread,
I won't bore you guys with the day to day events and meals, but I will say that Druff was right about the technical difficulty of the Cliff Walk. I think they posted this sign after Druff's fall.
The Cliff Walk was highly technical in spots but very scenic
Also found the oldest Synagogue in the US, right down the street from the Viking Hotel where we stayed.
Nobody wore masks anywhere (inside or out), so it's not just the Red States.
Also ate probably the best "Chowda" I've ever had dockside.
I Highly recommend going if you're into Lobster. For those Rye enthusiasts, there is a Whisky Bar there that serves High West Yippee Ki Yay and also Bourye. If you have to ask what that is, you're not an enthusiast.
