Gay Costco Jason is correct, though. California looks like they won't be changing anything until June 15, unless Newsom feels too much pressure and does it earlier.
Ricky got confused because he had heard that Costco made the decision to remove mask requirements (true), but for whatever reason, he wasn't understanding that their decision can't supersede state or local law, so Costco had to keep the requirement in place.
While Ricky was acting like an asshole and was making zero effort to understand what was being explained, it does beg the question why California is like this.
Suddenly California is too good for the CDC now, and needs to wait another month to check their work? I thought Democrats loved the CDC and always mocked Republicans for not following their reccomendations. Seems like a lot of hypocrisy going on here.
It's all political, though. The whole thing.
The CDC put out this guidance because Biden wanted them to. He's upset about the way the inflation/jobs/stock market numbers look, and needed to create a distraction. Nothing suddenly changed to have made the CDC do such an about-face, and in fact that CDC director had just said two days earlier that she wouldn't let her 16-year-old go to outdoor camp. So none of this makes any sense other than political timing.
Nevada removed the mask mandate within minutes of the guidance, because casinos are so important to the economy, and people hate wearing masks while there. Steve Sisolak was under tremendous pressure to do this, and the second he had something to point to for justification, he did it. Basically he passed the buck to the CDC. All politics.
Newsom is facing a recall, but one of his great defenses right now is California's presently very low rate of infection. He doesn't want to lose that, so he's being overly cautious right now. Even if masks don't work that well indoors, this still helps him because people will simply be going out less and doing fewer things, if the mask mandate remains in place. So he's stalling. All politics.
Well Druff LA County almost went full India a few months back when we came thiiiiis close to running out of oxygen. So yeah err on the side of caution.

Not to defend the whole insanity of this fiasco but Costco and others who lifted their mask requirements did so only in areas where governmental mandates werent in place.. The businesses were and are still obligated to follow any rules set forth by local and or state governments in that regard.. As I understand it Newsome is ordering the phase out in June sometime I believe.. This has zero to do with doing what's sensible and everything due to the fact he's afraid he's about to get fired by the voters and replaced by Caitlyn Jenner..
