Brent Carter, who won WSOP bracelets in 1991 and 1994, was charged with sending an envelope with white powder to NY gaming officials, presumably as a result of a grudge. He's 72 years old.

He's also alleged to have left threatening voicemails to those same officials shortly after the Stephen Paddock shooting in Las Vegas.

Carter has had issues with the NY gaming commission dating back to the 1970s. The powder was analyzed and said to be harmless, so he was just trying to scare them.

However, he's likely no longer a "millionaire" as described on the chip. He hasn't cashed in a WSOP since 2012, and played low buyin tournaments the next three years, before his results dropping off completely after 2015.
