I watched the interview posted below and he looked perfectly normal. Not slurring his words. He looked tired for sure but he is is pushing 50 years old now. I did not see any signs of a druggie. That said he just had surgery and could have been popping percocets and fell asleep at the wheel. He has never been a drinker, but the pills are his thing. That said, I am not sure there is a single athlete that has had more surgeries than Tiger, knees, back shoulder the guy is like a rendition of the Terminator.

I know the area extremely well, having spent many years of my life there.
"Northbound on Hawthorne Blvd at Blackhorse" is a steep hill going downward with a speed limit of 45 mph. It is very easy to lose control there if you're speeding and don't know the area, especially because it's not a straight shot. It's not twisty, but it does have some moderate curves people don't expect, and you also pick up speed very quickly if you don't watch closely.
I'm not sure how familiar Tiger is with the area, but if you're not a local, that road can really freak you out when you're going downhill. Passengers in my car who were unfamiliar with the area would get nervous when I'd drive it fast, but I always told them that I knew it really well and how to drive it safely. There have been many fatal accidents there over the years, including teens who just got their license.
They also like to hide cops near the bottom of the steep part, knowing that people often speed up without realizing it.
There's another problem which has occurred there, and that involves trucks losing their brakes and slamming into traffic at the next major intersection at the bottom. For that reason, they installed a sand "escape lane" right before that intersection. That was added in the 1970s after a truck lost its brakes and caused a fatal accident, which I still remember. It's one of the few escape lanes I've ever seen on surface streets.
