Your busyness has cost your neighbour money at best (dog may be put down) and you a lesson to be learned.

Don't care about your hand because it's part of you.
Private health care vs socialized medicine. I get a little bite from a neighbours dog. It's taken care of. You get al little bite and despite the minimal cost the question is who do we bill? You made the mistake, you pay for it. That dog did not come at you, just the opposite. Man up.

Instead, first reach your hand palm up towards below the dog’s snout to within a few inches away, giving it a chance to smell you and react, all the while making soothing sounds to it. Then if it just smells you and doesn’t react aggressively, proceed carefully to gently scratch under its chin and neck. This closely resembles a signal of submission to a dog. Be sure to keep your hand under its face until it gives some kind of signal of submission, such as licking your hand or twisting its head to bring its side or top for your hand to rub/scratch.
Have three dogs of our own one of which has an abuse history of her own before we got her. I came slowly to the dog and I figured if it was ok with the kids I wouldn’t have to worry too much. I was trying to reassure it. Oh well.
It’s possible that the kids next to it petting it made it more prone to be defensive, as it might already have known the kids but not you. But it sounds like your familiarity with dogs lulled you into a false sense of comfort with this strange dog. Glad it was only a minor incident.

Don't forget the smell of your own dogs you presented. Dogs smell everything. Fear, other dogs etc.

Anyway was headed out and saw small medium sized dog loose and it looked lost and scared. I didnt actually recognizd it as I knew they had a pittie mix and I’d see glimpses of another dog but never really could recall what it looked like. Anyway some kids were also out and between us we kinda got the dog to stop long enough so I could try and call the number on the dogs tag. No answer. .. I went and got the leash for one of my dogs so we could at least keep it from running off. I got it leashed and was trying to walk it over to the on-site dog park so at least it would be safe... that’s when it went sideways. The dog didn’t want to really walk and it had been letting the kids pet him. Anyway I reached down to try and pet the dog to reassure it and no warning no growling nothing it snapped and bit me on the right hand. Only one puncture wound but pretty decent. Went to the ER had it cleaned out which hurt like a bitch and on antibiotics.

Forgot to add the dog walked with the kids and the neighbor came out. She did acknowledge it was her dog and she apologized profusely. I get the dog was scare and found out it had an abuse history. I had to report it to the city animal control. I hate to tell her but she’s going to likely have to file in her renters insurance which is required where we are at because I’m all but certain my medical insurance is going to refuse to pay. They did the same crap when my wife was in a car wreck oct 2019 and had to get our auto insurance to pay out their portion to get the remainder paid by medical that wasn’t paid for by our auto insurance. (Was her fault).

Anyway just sucks my hand hurts and swollen. I hope to avoid hiring a lawyer at this point but I’ve got two to go to if I need to or it comes to it. AZ doesn’t have a one bite rule it’s an absolute liability state when it comes to dog bites...
You “had” to report it to city animal control? No you didn’t. You initiated this contact. (nosy neighbour syndrome)

Your busyness has cost your neighbour money at best (dog may be put down) and you a lesson to be learned.

Don't care about your hand because it's part of you.
Only thing she’s going to incur is a claim on her renters insurance and Incorrect it did have to be reported because it was a dog bite Les. By law a dog bite has to be on the record even if it’s your own dog. (My in laws had that issue several years back when their dog Lucy and their other dog got into it and my FIL tried to intervene and actually lost the end of his finger as a result. If it requires medical attention then yes it has to be reported... also it helps verify the validity of the claims the dog has had its shots and is current.).

Now let me add the dog was not on a leash and wandering like it was lost and scared. It didn’t want to dog to run off and get hit by a car which was a legit concern. I also had no reason to suspect the dog would suddenly lunge and snap at me it hadn’t barked or growled or anything originally when I sat down next to it to get the phone number off the tag. Again I didn’t actually realize who it belonged to as I knew she had two dogs but had usually only seen the pittie mix outside.

In my 47+ years I’ve never had a dog bite me when I’ve tried to help it if lost or anything else. I’m very good at picking up cues from a dogs body language and actions.. it was just a bad luck rivered type situation. I didn’t yell or anything at the dog. I actually felt bad for the poor dog which made me even more so be concerned it was scared and possibly hurt. Truthfully I don’t see how I couldn’t have avoided it. I know your gonna say just ignore the dog etc. Well unfortunately I actually give a shit about folks and animals more then I do myself. Hell I ran over a dog by accident little over a year ago who’d gotten loose obviously and had no chance to stop. I felt horrible about it and actually questioned if there was anything I could’ve done to avoid having it happen, but the truth is I had no warning by the time I saw the dog it was literally at my front bumper on the drivers side and caught both left sided tires... sue me for actually giving a shit whatever man you have your opinions and biases means nothing to me.

Leave it to you to shit on this thread Les. I get you have a massive hemorrhoid for me and I don’t care really what think or have to say on this matter because it was throughly predicable as usual. You might as well get back to your case of whatever hard liquor your working on for the day.

You do attract attention because of what you say and how you try to justify when challenged.
I brought up a few thoughts on your control/block nanny behaviour.
You, by law, (ha ha ha) reported this dog knowing it was owned by a neighbour. Classy.

Did you wear a mask while completing your civic duty?

btw, this applies to everyone. Try throwing up a wall of bullshit and see if you have no detractors.
    Druff and dupes = # 1 bullshitter
You are on my radar because you are nuts.

As soon as these idiots are challenged you can expect a wall of text describing how a second cousin of a step brother experienced this or that. It's classic bull shitter technique

What you did was certainly done with good intentions I believe. But to be perfectly honest you fucked up and you are liable for your injury.

You had no business taking control and putting a leash on a stray dog that was not even bothering you.
