You can be born outside the US and still be a natural-born American. If you have a parent who is a citizen you are a natural-born American. Everyone born on an overseas military base or to parents in the foreign service or even just people living overseas is a natural-born American.

This is yet another stupid thing about the "Obama was born in Kenya" hoax. Apart from not being true, it's irrelevant. His mother is American, so he's a natural-born American.
