Good question, I don't know, but the overall level of violence is still relatively minor. That doesn't make it acceptable, but it's minor and contained. I would think it would have to reach toppling the government level of violence. The US has a long history of keeping the military out of civilian affairs. It's one of the hallmarks of democracy.
