A riot is an uncontrolled environment. No law abiding citizen partakes in a riot regardless of political persuasion. Law enforcement is in a difficult position in the face of such unrest. There are risks either way. Erring on the side of caution likely means dealing with property damage. Throwing caution to the wind likely means innocent lives
are lost in the mix.
