This wasn't a natural disaster. City officials in Minneapolis and St. Paul specifically instructed police to stand down, and let the rioting occur.
A riot is an uncontrolled environment. No law abiding citizen partakes in a riot regardless of political persuasion. Law enforcement is in a difficult position in the face of such unrest. Standing down is one option. Full on force is the other.
There are risks either way. Erring on the side of caution likely means dealing with property damage. Throwing caution to the wind likely means innocent lives
are lost in the mix.
