The other explanation is that Trump plans to attack Biden as being cozy with China, so he needs to whip up some anti-China sentiment to make that line of attack effective. The WHO, like all of the UN, is a mixed bag. They do good work on some items but have been unduly influenced by some asshole governments to the detriment of their work on other items.
