You are seriously grasping at straws here. Only reason we're talking about this is because when Trump started calling the virus the 'China Virus', he was roundly criticized by the Democrats. When he restricted travel to China, no.
This is just him flipping the script: Dems call Trump racist for 'China Virus' => Trump literally just replaces 'China Virus' with 'Travel Restrictions to China' from 3 weeks earlier.
He's had this exchange many many times:
Reporter: "Mr. Prez, some people are saying that it will stoke racism around the world if you call it the China Virus"
Trump: "It was a really tough decision, and I got hell for it, they called me racist and every one of them against me, but I restricted travel to China anyway and saved thousands of lives"
Biden never addressed the restrictions. He said Trump was the worst for getting all racist during Ebola before the restrictions, and continued to call him names after - but not in response to the restrictions.
This is the only criticism I've found from anyone in congress directly related to the travel restriction :
