In 2010, he was among a group arrested in London over an "al Qaeda-inspired plot" and was accused of planning to open a terrorist military training facility under the guise of a madrassa, or educational institution, on land in Kashmir that was owned by his family, court documents said.
Khan pleaded guilty in 2012 to the charges. He was sentenced to 16 years in prison for his role but was released in December 2018.
The sentencing judge called Khan and two others "more serious jihadis" than the rest of their group, adding that in his view they would remain a "significant risk" to the public, even after their sentence.
Totally sounds like a guy who should be released early back onto the streets.

I'd like to hear this.
I actually do agree that our justice system is flawed, but not for the reason you'd think it's flawed. I feel that our system still ultimately goes too easy on violent criminals, and that locking away repeat offenders for longer will make the US (which has the worst violent crime problem in the first world) much safer.
But Europe is much, much worse in this aspect. You guys are just fortunate that your countries have a different history and different societal issues than the US, thus you don't have to deal with violent crime at the rate we do. Otherwise your countries would really be a disaster.
But this one is a great example of how bad the European justice system is. This guy was (correctly) identified as an ongoing, highly radicalized terror threat, and he was released EARLY.
