If a voter does not have one of the approved forms of photo ID as stated in the law, then he or she may receive a free Alabama photo voter ID from various locations including the Secretary of State's Office, local county board of registrars' offices, and a mobile location to be determined by the Secretary of State's Office
Also if you bothered to read the information.. They aren't barred from voting but will be placed on Provisional Status and the vote counted if they can ultimately verified through the County Election Board..

In addition, a voter who does not have a valid photo ID in his or her possession at the polls shall be permitted to vote if the individual is positively identified by two election officials as a voter on the poll list who is eligible to vote and the election officials sign a sworn affidavit so stating." Meaning technically the local polling place has the ability to accept the housing ID if they choose to do so by 2 workers and the affidavit is signed off that the person voting is who they say they are (and this would NOT be provisionally). Anyway, Democrats do not care about making sure everyone votes, just as conservatives are not evil people who want to deprive blacks voting rights.
In reality, removing voter ID requirements will help Democrats get more votes, so they advocate doing so.
Keeping voter ID requirements will cause Democrats to get fewer votes, so they advocate doing so.
That's the simple fact of the matter here. If you can't see this, you're blind.
Putting that aside, it is absolutely absurd that one should be able to vote without ID, given the tremendous potential for voter fraud. There's no point to even have a voter registration process if you are not going to enforce who is and isn't registered. Under a non-ID system, anyone can walk in and claim to be anyone registered so they can vote. The entire voting process is a sham if there isn't at least some reasonable effort to make sure that each person only gets one vote.
Now, I'm aware of the counter-arguments.
"Once you lose your birth certificate, and if you have no ID, it's can be difficult to get an ID, especially if you're poor." -- Valid point. See below.
"The $10 cost to get an ID prevents poor people from getting one." -- Terrible point. Anyone who can't save up $10 in a year's time doesn't deserve to vote.
"Many poor people simply choose to have no ID, and it's not fair that they can't vote." -- Terrible point. Voting is a right, but it doesn't mean that you get to do it with zero effort. If you choose not to expend the effort to get an ID, then you give up your right to vote.
So what about people without a birth certificate, who cannot get ID?
There does need to be reform, but not by removing voter ID requirements! They need to reform the ease in obtaining ID for people in such predicaments. I would totally be for that, as would anyone reasonable.
But LOL at the logic, "Well it's hard to get ID for some people, so rather than correcting that problem, let's just make it so nobody needs ID to vote."
Now here's the reality of the matter:
Some poor people simply don't want ID because they haven't really needed it, so they don't bother getting it. They don't fly, they don't drive, and they don't have a bank account. Therefore, even if they CAN get ID fairly easily (say, if they have their birth certificate easily accessible), they choose not to, because they simply don't feel it's worth the bother. And then when it comes time for them to vote, they can't. And then Democrats get upset, because these are lost votes they could have had.
But you know what? Tough luck. Again, you need to expend some effort to vote. Nobody is guaranteed the right to effortless voting -- only the right to be able to vote if you follow the necessary procedure.
