Since I had a part of this whole mess, here's my take on it:
It's important to understand that Chaps was retroactively awarded this prize after already winning a much smaller prize for 1st. This occurred because scammer peterdc offered this amazing prize (a weekend in a nice Vegas suite with a $500 food credit) AFTER the contest began. I told Peter that I'd just apply it to a future contest. Later, after the contest was over, Chaps was awarded the great peterdc-provided prize instead of the normal prize.
Chaps took forever to claim it, and after some time had passed, peterdc was outed as a scammer and disappeared, thus never giving Chaps his prize.
In my opinion, Chaps should get the original prize he was promised (not sure what that was, but someone can go look it up). This is because he did not enter the contest with the belief he was playing for the suite+$500 credit prize. He entered trying to win the much smaller 1st prize, won it, and then a generous user donated a lot more for the first place finisher, but never gave it.
That's a LOT different than promoting a contest with a big prize and not delivering because the prize donator didn't come through with it. The reason for the difference is that stating the prize beforehand has promotional value to the site AND is promising a certain reward for the players that participate in it. Offering something extra afterwards (that is donated by a third party) is nice, but has almost zero promotional value, and nobody can claim that they played only for reasons of winning the prize.
I believe Chaps has been paid nothing yet, which is wrong. He should get the amount he originally won from the original terms of the contest.
And FYI, any contests we have on PokerFraudAlert with prizes provided third parties will always have a disclaimer that the third party is solely responsible to provide it. Otherwise it's way too easy for scammers to roll me by promising huge prizes for contests, and then leave me holding the bag.

Druff pretty much has it nailed. Though I recall the prize entering the picture before it was over, or even just after starting, thus still leaving it up for debate at the time if it was going to the active contest.
